On November 9, 2022, Department of Housing and Urban-Rural Development of Shandong Province issued a Three-Year Action Plan (2022-2025) for the Promotion and Application of Green Building Materials in Shandong Province. The plan said that Shandong wil push for green building materials such as structural insulated wall panels, prefabricated building parts, construction waste recycling, and actively support energy-efficient, water-saving, soundproof and other related technology products. Taking the development of green building materials as the key direction for urban and rural construction development plan, the local government will support the development on energy-efficient insulation materials, structural insulated wall panels and other engineering technologies.

Three-Year Action Plan (2022-2025) for the Promotion and Application of Green Building Materials in Shandong Province

Green building materials refer to building material products that minimize the consumption of natural resources and the impact on the ecological environment during the entire life cycle, and are characterized by “energy saving, emission reduction, safety, convenience and recyclability”. The promotion and application of green building materials is an important initiative to push for the green and low-carbon transformation of urban and rural construction, and promote the formation of green production and lifestyles. The action plan is formulated to advance implemention of “Opinions on Promoting Green Development of Urban and Rural Construction of the General Office of the CPC Central Committee and the General Office of the State Council (2021)”, “Notice of the Shandong Municipal People’s Government on Several Measures to Promote the Green Development of Urban and Rural Construction (2022)”, “Notice of the Ministry of Housing and Urban-Rural Development on Printing and Distributing the Implementation Plan for Carbon Peaking in Urban and Rural Construction (2022)”, and to carry out the national and Shandong province’s “14th Five-Year Plan for Building Energy Conservation and Green Building Development, and to accelerate popularization and application of green building materials.

1. General Requirements

Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the major strategic decisions for carbon peaking and carbon neutrality, the major strategic plan for ecological protection and high-quality development in the Yellow River Basin, insist on problem-oriented and goal-oriented approach, adhere to government guidance and market dominance, innovation-driven, system concepts, promote the application of green building materials, expand the proportion of green building material applications, better meet people’s needs for a green, livable, healthy and comfortable living environment, accelerate the green low-carbon and high-quality development of housing and urban-rural construction, and make positive contributions to the construction of a socialist, modern and powerful province in the new era.

2. Key Tasks

(1) Increase efforts in engineering application. Government-funded projects will be the first to adopt green building materials. All new civil buildings invested by the government or mainly invested by government shall use green building materials, and the proportion of green building materials used in star-rated green building projects shall not be less than 30%. Socially funded construction projects are encouraged to adopt green building materials, and green building materials are guided to be used in newly built and rebuilt rural houses. Vigorously develop green buildings and prefabricated buildings. During the “14th Five-Year Plan” period, Shandong Province will add more than 500 million square meters of green buildings, obtain certification for 100 million square meters of green building projects and start construction of more than 100 million square meters of prefabricated buildings; by 2025, the province’s green buildings will account for 100% of new civil buildings in cities and towns, and newly-started prefabricated buildings will account for 40% of the total new civil buildings. In Jinan, Qingdao and Yantai, the share will surpass 50%.

(2) Popularize suitable technology products. The popularized, restricted and prohibited technical product catalogs in the construction field shall be compiled and issued in batches in Shandong Province, focusing on the promotion of high-strength steel bars, high-performance concrete, masonry materials, structural insulated wall panels, energy-efficient system doors and windows, renewable energy utilization, prefabricated building parts and components, prefabricated decoration, construction waste recycling and other green building materials, actively support natural lighting, ventilation, rainwater collection, reclaimed water utilization, energy saving, water saving, sound insulation, shock absorption and other suitable supporting technology products. The priority selection of certified green building material products are encouraged, and the use of building materials and products that have been obsoleted by national and provincial orders are strictly prohibited.

(3) Improve technical standard system. Compile the “Guidelines for Evaluation of Application of Green Building Materials Engineering in Shandong Province” to clarify the calculation method of the application proportion of green building materials and the requirements for the application proportion of green building materials in different types of construction projects. Refine the evaluation and scoring requirements for the application of green building materials in star-rated green buildings, and incorporate the application of green building materials into the evaluation criteria for prefabricated buildings and healthy residences. Strengthen the combination of green building material production standards with engineering construction design specifications and other related engineering application standards, encourage and guide green building material manufacturers to participate in the compilation of national, industrial, local and group engineering application technical standards. A green building material application technology standard system that meets the needs of engineering design, construction, and acceptance will be basically formed by 2025.

(4) Strengthen technological innovation. Support enterprises to play the main role of innovation, partner with universities, scientific research institutes, financial institutions and other organisations, establish a green building material application innovation and entrepreneurship center, cooperate on green building material technology development, and promote the transformation of green building material technology achievements. Take the research of green building materials technology as the key direction in urban and rural construction plans, and support the development of engineering application technologies such as high-performance concrete and ready-mixed mortar, high-strength steel bars, prefabricated building parts and components, prefabricated decoration, energy-efficient doors and windows, high-efficiency insulation materials, structural insulated wall panels and recycled building materials. Establish a professional committee for the promotion and application of green building materials, provide decision-making consultation and technical services for the promotion and application of green building materials.

(5) Strengthen government support. Implement the “Notice to Further Expand the Pilot Scope of Government Procurement to Support Green Building Materials and Promote Building Quality Improvement” jointly issued by Ministry of Housing and Urban-Rural Development, Ministry of Industry and Information Technology, State Administration for Market Regulation, and guide eight cities (Jinan, Qingdao, Zibo, Zaozhuang, Yantai, Jining, Dezhou, and Heze) to lead the initiative of government procurement for supporting green building materials and promoting building quality improvement in hospitals, schools, office buildings, complexes, exhibition halls, convention centers, gyms, affordable housing and other government funded projects (including government projects applicable to the bidding law), select some projects to get ahead, gradually expand the scope on the basis of summarizing experience, and eventually cover all government projects by 2025. Compile a catalog of green building materials supported by government procurement together with relevant departments, upgrade the standards for government procurement of green building materials, explore the centralized procurement path of green building materials, and gradually popularize green building materials that meet the standards in government projects across the province.

(6) Promote green building materials certification. Actively promote green building materials certification with the help of relevant departments, support institutions with the ability and experience in the application and promotion of technical products such as energy conservation in buildings, green buildings, and prefabricated buildings to apply for qualifications for green building material products; strengthen the interpretation and publicity of the national green building material product certification catalog and the implementation rules of green building material product certification, and guide green building material manufacturers to apply for green building material product certification to authorized certification bodies. Over 300 green building material products will be certified in the province by 2025.

(7) Establish and improve creditability mechanism. Establish a green building material creditability database, compile technical requirements for creditability of green building materials, include green building materials that have obtained green building material certification and uncertified green building materials that meet the technical requirements for certification into the application database, and unveil company information, main performance indicators, project application status and other data of green building material manufacturers to the public, so as to facilitate the selection and application of suitable green building material products for all parties involved in engineering construction.

(8) Perfect application supervision mechanism. Guide all cities to establish a closed-loop supervision mechanism for the application of green building materials covering bidding, design, drawing review, construction, acceptance and other links, include the application of green building materials in engineering construction projects into the “Handbook of Green Building Design”, and incorporate the cost of green building materials into the budget cost based on the project cost reform. To ensure the fire safety in construction projects, the fireproof performance of building components, building materials and interior decoration materials must meet the national standards during the review and acceptance of fire protection design; if there is no national standard, it must meet the industry standard. Strengthen the supervision on construction process, including daily site supervision on green building materials, investigate and punish any violations of laws and regulations.

3. Supportive Measures

(1) Strengthen government leadership. Housing and urban-rural development authorities in the province should strengthen coordination with various functional departments such as industry and information technology, finance and market supervision, formulate work implementation plans, clarify goals, tasks and responsibilities, and push for the promotion and application of green building materials. Incorporate the promotion and application of green building materials into the assessment on carbon peaking, carbon neutrality, dual control on energy consumption, green development in urban and rural construction, and strong provinces, build a regular scheduling and notification system for the promotion and application of green building materials, so as to ensure that all task is fulfilled.

(2) Improve Incentive Programs. Actively coordinate with relevant departments to implement national and provincial incentive programs in finance, taxation, technology and environmental protection that are applicable to the promotion and application of green building materials, include green building materials in the scope of new bond support such as green finance and carbon neutrality, guide banks to increase preferential interest rates and loans, provide better financial products and services for green building material manufacturers and application projects.

(3) Enhance demonstration and guidance. Organize the construction of demonstration projects for the application of green building materials, encourage the creation of comprehensive demonstration projects for the application of green building materials combined with green buildings, prefabricated buildings, and ultra-low energy buildings. More than 50 provincial demonstration projects for the application of green building materials shall be completed by 2025. Incorporate the application status of green building materials into the scoring system of provincial awards such as Taishan Cup and Provincial High-quality Structural Engineering. Qualified green building material application projects are recommended to apply for Luban Award, National Quality Engineering Award and other national awards.

(4) Boost publicity and communication. Cooperate with relevant departments to take initiatives to support promotion and application of green building materials in rural areas. Make full use of various media to publicize the social and environmental benefits of green building materials, and improve social awareness on the health, safety and environment performances of green building materials. Give full play to the role of social groups, strengthen industrial exchanges and cooperation through expos, tech promotion conferences and other events, and strive to create a positive atmosphere in which all parties in the industry focus on and support the promotion and application of green building materials.
